   Beginning September 1, 2002, almost every new car and most safety seats were required by federal law to come equipped with a standardized attachment system called Lower Anchors and Tethers for Children (LATCH). New car seats are outfitted with two attachment hooks at the bottom and one at the top. New cars come with fixed metal anchors that correspond to these hooks. If a car does not have lower anchor attachments, most vehicles manufactured since 1989 have pre-designed locations for anchors. In addition, most forward-facing safety seats manufactured in recent years have a tether strap even if they don't have lower anchor attachments, so the tether can be used even if the seat is installed with a standard safety belt.
 
   Whatever the age of your car, it is critical for your children's safety that their car seats are properly installed and attached. Many local police departments are offering free checks. HINT: Vehicle manufactures are only required to provide two LATCH locations in the back seat, and most have opted for the outside seats.
